I was also puzzled by this. I think the point is that if you configured the MAC address yourself (e.g 1), if the 7th bit weren't to be inverted, you would have to remember FE80::200:FF:FE00:1, instead of just FE80::FF:FE00:1. A burned in MAC would produce an obscure string whether or not the 7th bit is inverted. So it's really just for convenience.
